PGR/ECR Webinar – Improving the Police Response to Hate Crime: Police Officer Perspectives and Procedural Justice

Wednesday 15 April 2026, 2:00 pm – 3:00 pm BST, online (UK)

Guest Speaker:  Dr Luke Hubbard, University of Law

Victims of hate crime consistently report dissatisfaction with the police response to their victimisation. Drawing on interviews with police officers in England and Wales conducted as part of his PhD, Luke’s talk will explore officers’ experiences of responding to hate crime and consider how the police response to victims can be improved. He will argue that the police should focus on enhancing the quality of service provided to hate crime victims, in line with principles of procedural justice, rather than prioritising detections and favourable criminal justice outcomes.

About the speaker:

Dr Luke Hubbard is Associate Professor in Criminology and Undergraduate Programme Lead and Student Lead at the University of Law. Luke completed his BA undergraduate degree in Criminology at the University of Leicester in 2013, graduating with First Class Honours.  This was followed by MSc in Criminology, Criminal Justice and Social Research at the University of Surrey, for which he achieved Distinction. Luke worked for two years as a researcher at the Institute for Public Safety, Crime and Justice where he sought to translate empirical research findings into policy and practice across a range of criminal justice agencies, before returning to the University of Surrey to undertake his PhD. Luke’s doctoral research explores the response of the criminal justice system, namely the police and probation service, to LGBT hate crime. During this time, he has also undertaken a range of other projects, whilst working as a researcher for GALOP, exploring the victimisation of LGBT people online and the needs and experiences of
LGBT victims of crime.
